This is a very important Executive Director Update. The ATRS Board is committed to keep members informed about ATRS matters. This update provides you with the major proposals by the ATRS Board for changes in the retirement system laws during the 88th General Assembly that begins in less than two weeks. A summary of the ATRS legislative package is attached with a “brief” summary of each of the major proposals. When you read the summary, I know you will question the ATRS interpretation of “brief” summary! ATRS is committed to keep you informed on the status of the ATRS Board's legislative package. In addition, others may file bills affecting ATRS that are not in the ATRS Board package. ATRS will also keep you updated on those bills. ATRS plans to have a link on the ATRS website to allow members to track the progress of all retirement legislation that affects ATRS members throughout the 88th General Assembly.

Due to the difficult markets in 2008 and 2009, ATRS is not in a position to propose any significant enhancements to benefits. Some proposals will enhance benefits to some extent. Most of the changes in the ATRS legislative package are to reduce administrative difficulty and to provide cost savings to ensure the continued financial strength of the ATRS Trust Fund. Most of the changes are focused upon clarifying the law and cost savings in a way that does not adversely affect retirees and has little impact on active members of ATRS. ATRS will also be sending out Executive Director Updates from time to time during the 2011 session of the General Assembly to highlight major developments on the legislative front.
